How to Get Your New York Certificate of Authority
Registering for a New York Certificate of Authority is free and can be completed online through the NYS Department of Taxation and Finance.
What You Will Need Before Starting
- Social Security Number for all responsible persons
- Federal Employer Identification Number (EIN)
- New York business address
- Business entity type and formation documents
- Estimated quarterly taxable sales
- Date you began or will begin making sales
Step-by-Step Registration Process
Step 1: Access NYS Online Services
Visit tax.ny.gov/online and create a Business Online Services account or log in.
Step 2: Complete Form DTF-17
This is the Application for Registration as a Sales Tax Vendor. Complete it online or download the paper form.
Step 3: Submit Required Information
- Business Information: Legal name, DBA, entity type, EIN
- Owner Information: SSN and contact details for all responsible persons
- Location Details: Physical address of each NY location
- Business Activities: Products sold, services provided
Step 4: Receive Your Certificate
Processing takes 7-10 business days. Your Certificate of Authority will be mailed. You must display it at your place of business.
Important: Register Before Making Sales
Unlike some states, New York requires you to register and receive your certificate BEFORE making any taxable sales. Selling without a certificate is a misdemeanor.
After You Are Registered
- Collect New York sales tax from customers
- Use Form ST-120 for tax-exempt purchases for resale
- File Form ST-100 (quarterly) or ST-809 (annual) returns
