How Local Sales Tax Works in Pennsylvania
Only two Pennsylvania jurisdictions levy a local sales tax: Allegheny County adds 1% and the City of Philadelphia adds 2%. Everywhere else in Pennsylvania the rate is the flat 6% state rate, which is why Pennsylvania has one of the lowest average local rates in the country despite having a local tax at all.
Which Pennsylvania Rate Should You Charge?
Pennsylvania generally sources sales to the location of the sale, with the Allegheny and Philadelphia local taxes applying where the sale is made or the property is delivered within those jurisdictions.
What Pennsylvania Taxes — and What It Doesn’t
Groceries, most clothing and prescription drugs are exempt — Pennsylvania’s clothing exemption is unusually broad and applies to ordinary apparel with no price cap. Most services are untaxed, with exceptions including certain repair, cleaning and help supply services.
